Στρατηγικός στόχος του Επιχειρησιακού Προγράμματος «Εκπαίδευση και Διά Βίου Μάθηση» (ΕΠΕΔΒΜ) είναι η ενίσχυση του ανθρώπινου κεφαλαίου για την προαγωγή της έρευνας και της καινοτομίας. Σημαντικός προϋπολογισμός του ΕΠΕΔΒΜ (140Μ€) έχει επενδυθεί στα έργα «ΘΑΛΗΣ» για τα οποία  το  ποσοστό απορρόφησης επί του Π/Υ ανέρχεται περίπου στο 7%.
