Competitiveness and Innovation Framework Programme
B-Brussels: Framework Contract - EU Project on baseline measurement and reduction of administrative costs (2007S/19-021441) (No ENTR/2006/061).
Περίληψη
Objective:
The object of the present call for tenders is to conclude a framework contract for the execution of the tasks involved by this programme to measure and reduce administrative costs in the EU. Overall, the services will essentially consist in setting up and running, for a period of 2 years, an international team of experts that will perform the required work for the Commission and national authorities in the Member States.
This project builds on the results of a pilot project completed in October 2006 on the findings and experience of four member states (CZ, DK, NL, UK) which have already conducted measurements of administrative costs on the basis of the Standard Cost Model (SCM) methodology.
The essential tasks to be performed by the contractor will be twofold:
- assist the Commission and the designated representatives of national governments in establishing baselines for a comprehensive measurement exercise of administrative costs arising from national and Community legislation,
- support the Commission services in developing a series of cost reduction programmes by means of proposals for action and targets at national and community levels (such as, for example, policy areas and/or any other relevant criterion to be determined).
The framework contract to be concluded will be implemented by means of a series of Specific Contracts (SC)2 for which the scope of work will broadly fall under the following 5 modules. For each module the Commission may request signature of one or more specific contracts. :
Module 1 - Mapping of Information Obligations (IOs) stemming directly from EU legislation (including a distinction between IO's originating in the EU and IO's stemming from international laws/agreements) Module 2 - Mapping of IOs stemming from the implementation of EU legislation Module 3 - Field measurements of module 1 Module 4 - Field measurements of module 2 Module 5 - Development of administrative costs reduction recommendations, targets, proposals, economic projections , dissemination of results and miscellaneous activities.

EUROPE FOR CITIZENS PROGRAMME 2007-2013
Conditional publication of the Programme Guide
Περίληψη
The European Commission, the European Parliament and the Council of the European Union, have agreed to establish the Europe for citizens Programme, which brings into being the legal framework to support a wide range of activities and organisations promoting 'active European citizenship', i.e. the involvement of citizens and civil society organisations in the process of European integration.
Actions:
* Action 1 - Active Citizens for Europe involving citizens either through activities linked to town-twinning or through other kinds of citizens projects.
* Action 2 - Active civil society for Europe targeted to civil society organisations either through structural support on the basis of their European level work programme or through support to trans-national projects.
* Action 3 - Together for Europe including high visibility events, studies and information tools.
* Action 4 - Active European Remembrance supporting actions aiming at preserving the sites and archives associated with the deportations as well as at commemorating the victims of Nazism and Stalinism and contributing to broad reflection on origins and the future of the European integration.
Eligible Applicants:
* Action 1 - Active Citizens for Europe
o Measure 1.1. Town twinning citizens' meetings: Municipalities, in which the meeting takes place, or their twinning association/twinning committee with a legal status (legal personality). They should be established in a participating country. Deadlines for 2007:
+ for meetings starting between 1 August and 30 September 2007: 1 April
+ 2007 for meetings starting between 1 October and 31 December 2007: 1
+ June 2007.
o Measure 1.2. The thematic networking of twinned towns: Municipalities and twinning committees, local and regional governments, associations representing local authorities. Deadline for 2007 applications:
+ For events beginning between 1 August 2007 and 31 March 2008: 15 March
+ 2007.
* Action 2 - Active Civil Society in Europe
o Measure 3: Support for projects initiated by civil society organisations: Non-governmental organisations, platforms, networks, associations and federations, think tanks, trade unions, educational institutions, religious organisations, organisations active in the field of voluntary work and amateur sport, etc.
Deadline: 15 February each year for projects starting between 1 July and 1 December of that year.
* Action 4 - Active European Remembrance
Non-governmental organisations, associations of survivors, associations of families of the victims, memorials, museums, local and regional authorities, federations, think tanks, research institutions, educational institutions, religious organisations, organisations active in the field of voluntary work, etc.
Deadline: 30 April each year.
Overall budget: 215 million euros for the period 2007-2013.

Service Procurement Notice: Euromed Migration II MEDA Region

Περίληψη
Objective:
This contract aims at reinforcing Co-operation in migration management in the Euro Mediterranean area, with a view to improving the capabilities of the MEDA partners to give an effective, targeted and comprehensive response to the migratory phenomenon in its different dimensions. Namely
a) promotion of legal migration
b) reinforcement of border control and reduction of illegal migration
c) migration and development
The above goal will be achieved through a number of capacity building actions comprising formulation of policy proposals in the context of targeted working groups, training sessions, study visits, setting up/up dating of a webpage, opening and regional conferences.
Important Notices:
No more than one application can be submitted by a legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application).

Open Call for Proposals to support Scientific and Technical Collaboration in Europe
Περίληψη
COST invites researchers throughout Europe to submit proposals for research networks and use this unique opportunity to exchange knowledge and to embark on new European perspectives.
Since 1971 COST brings together research teams in different countries working on specific topics. It finances networking of nationally funded activities in supporting meetings, conferences, short term scientific exchanges and outreach activities. COST supports the networking of specific research themes (COST does NOT fund research projects themselves).
Currently more than 200 Actions are supported. Every year approximately 50 new Actions will be approved. On average financial support of some 90.000 p.a. as grant for normally 4 years can be expected.
Objective:
COST’s main objective is to stimulate new, innovative and interdisciplinary scientific networks in Europe. COST activities (Actions) are carried out by research teams to strengthen the foundations for building scientific excellence in Europe. This continuous call is thematically open.
COST invites proposals for new COST Actions contributing to the scientific, economic, cultural or societal development of Europe. Proposals playing a precursor role for other European programmes involving young groups’ ideas are especially welcome.
A two stage process will be followed to assess proposals. Preliminary Proposals should provide a brief overview of the proposal and its impact. A pre-selection will rank the remaining Preliminary Proposals of which some 75 per collection date will be invited to submit a Full Proposal.
